California Penal Code section 11105 restricts dissemination of state summary criminal history, while the California Public Records Act, Government Code sections 7920.000 through 7931.000, governs access to releasable government records. Neither law turns visitor data into an official record held here. We are not a consumer reporting agency under the Fair Credit Reporting Act, and visitor information is never compiled into a consumer report or a file about another person.
